FEES
  To start up a franchise, each team owner must contribute $20 to the 
league.  The first place team will be awarded 60% of the pot, the second 
place team will be awarded 25% of the pot, and the third place team will be 
awarded 15% of the pot.

SCORING SYSTEM
  There are a total of 10 categories, and each are worth the same amount of 
points.  The offensive categories are home runs, RBIs, stolen bases, batting 
average, and runs.  The pitching categories are wins, saves, strikeouts, ERA, 
and WHIP.  WHIP is defined as (walks + hits)/(innings pitched).  

ROSTERS
  A team is not required to fill vacancies in its roster, but it cannot 
exceed the 24 man roster limit.  Each roster has the following 24 positions:

A team, however, is not required to contain one of each kind of outfielder 
or pitcher.  A team can fill all its OF positions with center fielders if 
desired.  The last position, U for utility, can be filled with a position 
player, a designated hitter, or a pitcher.  
  It is highly recommended that teams use the 5 starting pitcher-5 relief 
pitcher setup.  In order to encourage the use of this setup, there will be a 
maximum of 1600 innings pitched allowed per team.  If a pitching staff exceeds 
1600 innings, then the commissioner will suspend that team's entire pitching staff, 
making them ineligible to accumulate any more stats and ineligible to be traded.  

POSITION ELIGIBILITY
  Players can only play positions that they actually play in real life.  In 
order to qualify for a position, a player must have played a minimum of 20 
games at that position during the previous MLB season.  If a player is trying 
out a new position for the current MLB season, that player will not qualify for 
his new position until he plays his 20th game of the season at that 
position.  For players without an established position, position eligibility 
will be based on whichever position he plays at the most.  

THE DRAFT
  The draft order for the first round will be determined randomly, but the 
second round will be conducted in the reverse order of the first round.  The 
order in the subsequent rounds will be continually reversed at the end of 
each round.  Therefore, in a three team league, the order would be as 
follows:  
Round 1:  1st pick: Team 1, 2nd pick: Team 2, 3rd pick: Team 3
Round 2:  4th pick: Team 3, 5th pick: Team 2, 6th pick: Team 1
Round 3:  7th pick: Team 1, 8th pick: Team 2, 9th pick: Team 3
  Each team will be awarded one selection per round and will draft in the 
order determined, selecting real-life MLB players that have not previously 
been selected by any other team in the league.  The draft consists of 
twenty-four rounds, enabling team owners to fill their 24-man roster.  
Positions may be filled in any order desired as long as a legal 24-man 
roster is accomplished at the end of the draft.  
  The draft will begin on February 17 at 8:00AM PST and conclude on March 30 
at 11:00PM PST.  Each weekday, two-thirds of a round of drafting will take place.  
One third will be drafting from 8AM-4PM; another third will draft from 4PM-12AM.  
On the weekends, we will draft one third of a round per day (8AM-12AM).  
Selections must be emailed to the alias at baseball@bruin.west.sun.com.   If 
you fail to make your pick at your appointed time, we will continually skip over  
ALL your picks until you decide to make your picks.  This rule will be strictly 
enforced!  For example, a team has the last pick on Tuesday and the first pick on 
Wednesday.  If Wednesday comes along, and that person has not made his Tuesday 
pick, we will skip over BOTH the Tuesday and Wednesday picks.  

INJURY DRAFT
  What happens if a team drafts a player who will begin the season on the DL 
(Disabled List)?  Immediately upon the completion of the regular draft, 
there will be a supplemental draft to fill voids in the rosters due to 
injuries.  The order of the draft will be determined by the order in which 
the injured player was drafted in the regular draft.  Teams replacing a 
higher draft choice will also have the higher draft pick in the injury 
draft.  The injury draft pick can only be used to replace the injured player 
selected in the regular draft.  Therefore, if the injured player is traded 
during the draft, the injury draft pick will also be part of the deal.  The 
replacement player must be used to fill the position that the injured player 
was going to play. Also, the injury pick cannot be used to select another 
injured player.  

STANDINGS
  League standings will be determined and sent out every Friday via email.  
Teams are ranked according to their production in each category.  The last 
place team is awarded 10 points.  The second to last place team is awarded 
20 points.  And so on.  For example, in a ten-team league, the second place 
team would get 90.  In the event of a tie in a category, the points will be 
split evenly between the tied teams.  For example, if three teams are tied 
for first in RBIs in the same league described above then, each team would 
get 90 points or (100 points + 90 points + 80 points)/(3 teams).  

FREE AGENTS
  Teams may not exceed the roster limit, but players can be waived to make 
room for the signing of a free agent.  All unsigned players are considered 
free agents, but only those that are on active MLB rosters can be claimed by 
a team.  Also, injured players are not available for pick up.  Priority to a 
free agent is determined by a team’s placement in the emailed standings.  Teams 
lower in the standings have a higher priority to the free agent.  If a team 
wishes to sign a free agent, the team owner must notify all the other teams 
in the league with an email message to the Baseball alias.  Please date and 
time-stamp the message.  Other teams are given a minimum of 24 hours to object 
to the request.  Teams can only object by attempting to sign the free agent, and 
Free agents are signed to a minimum of 10 days.  

DISABLED LIST
  If a player is injured, suspended, misses a game due to family 
emergencies, etc., he can be placed on the DL and a free agent can be signed 
to take his place.  Players placed on the DL must miss a minimum of 15 days. 
Free agent signings due to injuries take place in the same way as the free 
agent signings described above.  The exception is that injury moves have a 
higher priority than any other moves.  In the event that standings have not 
been established yet, then priority is given to the team that is replacing 
the higher draft choice.  
  Players can be placed on the DL retroactive to the day that the first game 
was missed.  This, however, does not mean that you will get the replacement 
player’s stats retroactive nor will the replacement player’s 10 day contract 
be retroactive.  There will also be a maximum of five pitchers and a maximum 
of six position players allowed on the DL.  
  When a player is eligible to be activated from the DL, he is not 
automatically activated.  It is the responsibility of the team owner to 
reactivate injured players.  If a team owner decides not to activate a 
healthy player, then that player becomes a conditional free agent.  Other 
teams may attempt to sign him, but the original team owner will then have 
one week to either reactivate him or waive him.   A player is considered 
healthy, if he does not miss a game during the one week waiting period.  

TRADES
  All trades must be approved by the commissioner.  This will prevent 
lopsided trades that benefit only one team.  In addition, all players must 
pass a physical before the trade will be approved.  A trade can be nullified 
if any players involved in the trade misses his next game due to injury.  
This also means that injured players may not be traded.  
  Rosters will be frozen with two weeks left in the season. After that date, 
no trades, free agent pickups, or injury moves will be allowed.  

TRANSACTIONS
  Transactions will officially be executed at 9:00AM PST daily.  So, trades, 
reactivations, etc. that are submitted prior to 9AM will occur on that day.  If 
the requests are after 9AM, they won't be executed until the following day.  
  All transaction are subject to review by the commissioner.  If a team owner quits 
at any time, the team will be frozen, and none of the players on that team will be 
available for pick up.
