FEES
  To start up a franchise, each team owner must contribute $20 to the 
league.  The money will then be divided among the top three finsishers at 
the end of the season--50%,30%,20%.  

FRANCHISE NAMES
  You can name your team with a creative name or use the names of existing 
NBA franchises.  Please don't give your team a name that could be deemed 
offensive; the FBL stuff is on my computer at work.

ROSTERS
  A team is not required to fill vacancies in its roster, but it cannot 
exceed the 10 man roster limit.  Each roster has the following 10 
positions:

A team, however, is not required to contain one of each kind of guard or 
forward.  A team can fill all its guard positions with point guards, if 
desired.  

POSITION ELIGIBILITY
  Players can only play positions that they actually play in real life.
In order to qualify for a position, a player must have started a minimum of
12 games at that position during the previous NBA season.  For players 
without an established position based on last year's performance (rookies 
and non-starters), position eligibility will be established by
NBA.com.  If a player is trying out a new position, that player will not  
qualify for his new position until he starts his twelfth game of the
season at that position.  If there are still questions to a player's position
eligibility, then the commissioner will make a ruling.  

THE DRAFT
  The draft order for the first round will be determined randomly, but the 
second round will be conducted in the reverse order of the first round.  
The order of subsequent rounds will be continually reversed at the end 
of each round.  Therefore, in a three team league, the order would be as 
follows:  
Round 1:  1st pick: Team 1, 2nd pick: Team 2, 3rd pick: Team 3
Round 2:  4th pick: Team 3, 5th pick: Team 2, 6th pick: Team 1
Round 3:  7th pick: Team 1, 8th pick: Team 2, 9th pick: Team 3
Teams awarded the first or last pick in the first round will wind up with 
consecutive picks during the transitions of rounds.  
  Each team will be awarded one selection per round and will draft in the 
order determined, selecting real-life NBA players that have not previously 
been selected by any other team in the league.  No two teams will have the 
same player.  The draft consists of twelve rounds, enabling team owners to 
fill their 10-man roster.  Positions may be filled in any order desired as 
long as a legal 10-man roster is accomplished at the end of the draft.  
  The draft will begin on September 15 at 8:00AM PST and conclude on 
October 29 at 11:00PM PST.  Each day, a third of a round of drafting will 
take place.  For example, if the league consisted of nine teams, then
three teams would be scheduled to make their selections each day.  The idea 
behind this is to establish a draft schedule so that team owners will know 
which days they are suppose to make their selections and also to keep the 
draft moving.  Selections must be emailed to me at gilbert.c.ho@tek.com, 
emailed to the alias at fbl@bruin.west.sun.com, or phoned in to me at 
503-627-3910 (M-F 8AM-5PM PST) or 503-642-5904 (any other time).   If your 
pick is not received by 8:00AM PST on the day following your scheduled
day, your draft pick will be bumped to the end of the day's schedule.  For 
example, a team has the first pick on a Monday but does not make a 
selection by 8:00AM on Tuesday.  The draft pick will then be bumped to the 
end of Tuesday's schedule.  The pick will continually be bumped until the 
team makes its selection.  

WISH LIST
  If a team owner is going to be out of town or does not have the time to 
constantly check email, then a wish list is an option.  When composing a 
wish list, list the players in the order of preference and be sure to list 
enough players.  For example, if there are five picks in front of you,
then your list should contain six players.  It will be important for you to 
include in the subject heading the words "Wish List" and the round number 
or selection number (and sometimes even the team's name, if you are 
submitting a wish list for someone else's team).  This way, I will set 
aside your email until it is your turn to pick.  You will have to trust 
that I will not read your email until the time is right.  Team owners will 
often revise their wish list.  You may want to also include a version 
number, or else I will use the most recent list that I receive.  You know 
how the email system works; messages are not necessarily received in the 
order that they were sent.  

INJURY DRAFT
  What happens if a team drafts a player who will begin the season on IR 
(Injured Reserve)?  Immediately upon the completion of the regular draft, 
there will be a supplemental draft to fill voids in the rosters due to 
injuries.  The order of the draft will be determined by the order in which 
the injured player was drafted in the regular draft.  Teams replacing a 
higher draft choice will also have the higher draft pick in the injury 
draft.  The injury draft pick can only be used to replace the injured 
player selected in the regular draft.  Therefore, if the injured player is 
traded during the draft, the injury draft pick will also be part of the 
deal.  The replacement player must be used to fill the position that the 
injured player was going to play.  For example, if the injured player is a 
center, the replacement player must also be a center.  Note: C/F/G is 
considered a position.  Also, the injury pick cannot be used to select 
another injured player.  

STANDINGS
  League standings will be determined and sent out every Friday via email.  
Teams are ranked according to their production in each category.  The last 
place team is awarded 10 points multiplied by the percentage that the 
category is worth.  The second to last place team is awarded 20 points 
multiplied by the percentage that the category is worth.  And so on.  For 
example, in a ten-team league where steals are worth 10%, the second place 
team would get 90 points x 10% (or 9 points).  In the event of a tie in a 
category, the points will be split evenly between the tied teams.  For 
example, if three teams are tied for first in steals in the same league 
described above then, each team would get 9 points or (100 points + 90 
points + 80 points)/(3 teams) x 10%.  

FREE AGENTS
  Teams may not exceed the roster limit, but players can be waived to make 
room for the signing of a free agent.  All unsigned players are considered 
free agents, but only those that are on active NBA rosters can be claimed 
by a team.  Also, injured players are not available for pick up.  Priority 
to a free agent is determined by a team's placement in the standings.  
Teams lower in the standings have a higher priority to the free agent.  If 
a team wishes to sign a free agent, the team owner must notify all the 
other teams in the league with an email message to the FBL alias.  Please 
date and time-stamp the message.  Other teams have 24 hours to
object to the signing.  Everyday at 9AM PST, I will sort out all the
transaction requests, and any requests that does not receive an ojection
will be approved.  Teams can only object by attempting  to sign the free
agent.  Free agents are signed to a minimum of 10 days.   

INJURED RESERVE
  If a player is injured, suspended, misses a game due to family 
emergencies, etc., he can be placed on IR and a free agent can be
signed to take his place.  Players placed on IR must miss a minimum of 5 games.
Free agent signings due to injuries take place in the same way as the free
agent signings described above.  The exception is that injury moves have a
higher priority than any other moves.  In the event that standings have
not been established yet, then priority is given to the team that is
replacing the higher draft choice.  
  Players can be placed on IR retroactive to the day that the first game 
was missed.  This means that if a player misses a couple of games due to
an injury before the team owner notices, the player does not have to miss an 
additional five games after the transaction is made.  This, however, does 
not mean that you will get the replacement player's stats retroactive nor 
will the replacement player's 10 day contract be retroactive.  
  When a player is eligible to be activated from IR, he is not 
automatically activated.  It is the responsibility of the team owner to 
reactivate injured players.  If a team owner decides not to activate a 
healthy player, then that player becomes a conditional free agent.  Other 
teams may attempt to sign him, but the original team owner will then have 
one week to either reactivate him or waive him.   A player is considered 
healthy, if he does not miss a game during the one week waiting period.  

TRADES
  All trades must be approved by the commissioner.  This will prevent 
lopsided trades that benefit only one team.  In addition, all players must 
pass a physical before the trade will be approved.  A trade can be 
nullified if any players involved in the trade misses his next game due to 
injury.  This also means that injured players may not be traded.  
  Rosters will be frozen with two weeks left in the season.  After that
date, no trades, free agent pickups, or injury moves will be allowed.  

TRANSACTIONS
  Transactions will officially be carried out daily at 9:00AM PST.
